
James O’Keefe Went Undercover as a Homeless Person on Skid Row in Los Angeles and got video of signature gatherers paying people sign petitions and register to vote. As he notes in the video, this appears to be a felony and he saw it happen dozens of times.
The petitioner, Brenda Brown, hands cash money to the homeless person, not only for signing the California ballot initiative, but also as payment for them to register to vote…
That is a federal felony. And it didn’t just happen once. It happened over and over and over again. We personally witnessed and covertly filmed this happening at least 28 times over the span of our investigation and that is just in Los Angeles. Many of the homeless have zero understanding of what it is that they’re actually signing…
The petitioners instruct the homeless to enter made up addresses like Pinocchio Lane. And all of this occurring just outside the front doors of shelters and NGOs such as Wine Guard Center, which have received hundreds of millions of dollars in government money…
And an employee of the Los Angeles Homeless Services Authority records not the fraud, but the people exposing it…
The Department of Justice has been sent these tapes of election fraud cash exchange for voter registration happening in broad daylight. And we have informed the Department of Justice there are more tapes coming. There will be a new tape dropping every day until someone is arrested or indicted.
This new video report is labeled “Cash for Ballots Part 1” so presumably there are more parts coming.
As O’Keefe dives into this he keeps finding additional violations of the law beyond offering people money. For instance, there are reports that some people are misrepresenting a petition designed to cut back LA’s $30 minimum wage, presenting it instead as a petition to increase the minimum wage. Misrepresenting a petition in order to get people to sign it is also a misdemeanor in California.
But it’s clear that for many people signing these they don’t really know or care what they are signing, especially not if they are being offered money to do so. And for others they have only the most basic information. Do you want to tax billionaires? Sure, why not.
O’Keefe has already heard back from LA’s District Attorney who said he would review the videos to determine if any crimes have been committed. It would be nice if this system could get cleaned up but it seems like signature gathering is a bit of a wild west situation, at least in parts of Los Angeles.

Today, Cam Higby posted a video showing the same activity. People signing petitions and being handed cash. The people doing this clearly don’t like having it recorded because they know it’s illegal.
